A Clear and Bright Cyberspace, Building a Joint Anti-Drug Defense Line" National Chemical Industr

Currently, the use of chemical platforms by criminals to purchase non-controlled but potentially poisonous chemicals for drug-related illegal activities has become increasingly prominent, seriously disrupting market order and damaging the country's image. As a key pillar industry of the national economy, the chemical industry plays a crucial role and bears an important mission in anti-drug work. Actively participating in anti-drug efforts is an undeniable responsibility of industry practitioners. To curb the spread of drug-related issues in the chemical industry and to strongly safeguard the healthy development of the sector, we hereby issue the following initiative to the national chemical industry and all industry practitioners:

1. Keep the nation’s interests in mind and strengthen the foundation of compliance thinking.
The entire industry must strictly adhere to all laws and regulations formulated by the state and relevant authorities, conscientiously fulfill anti-drug responsibilities, maintain industry safety, consolidate the anti-drug defense line, strictly enforce industry self-discipline, standardize the release of information on non-controlled but potentially poisonous chemicals, integrate anti-drug work throughout the chemical industry's entire chain, and incorporate it into internal enterprise control and risk management systems to further strengthen the ideological defense line.

2. Uphold the baseline of compliance and prevent the misuse of information.
The entire industry must assume the primary responsibility for content management. When releasing chemical information, all applicable laws and regulations must be strictly followed. It is strictly forbidden to publish or imply in any form sales or technical information that may incite or mislead illegal use, and the use of codes or obscure language to evade supervision must be eliminated. Information release should guide lawful and compliant industrial applications, safe operation standards, and positive promotion of scientific and technological achievements, ensuring correct guidance and truthful content.

3. Strengthen careful verification and block abnormal transaction chains.

The entire industry must enhance awareness of compliance review and risk prevention. In transactions involving non-controlled but potentially poisonous chemicals and related sensitive substances, companies are encouraged to conduct thorough customer background investigations and verify purchase purposes. High vigilance and strengthened verification are required when transaction parties have questionable qualifications, abnormal purchases, or unclear purposes. Companies are encouraged to establish internal early-warning mechanisms, and if risks cannot be ruled out, transactions should be decisively refused and promptly reported to relevant authorities.

IV. Consolidate Industry Efforts and Build a Collaborative Governance Framework
Maintaining the overall image of the industry requires the joint efforts of every enterprise. We advocate that the entire industry strengthen communication and work together in aspects such as risk identification and experience sharing. Associations should better serve as a link, organizing policy briefings, risk alerts, and practical exchanges to enhance the industry’s overall ability to identify and prevent risks. We support industry media and information platforms in spreading positive energy and widely promoting achievements and contributions of China’s chemical industry in safety, green development, innovation, and compliant governance.

V. Adopt a Global Perspective and Contribute to Industry Governance Wisdom
The online speech and behavior of China’s chemical industry directly affect the national image. We encourage enterprises to consciously uphold high-standard compliance requirements and regulate information release when conducting international business and exchanges. Enterprises should proactively use international platforms to objectively and professionally explain China’s strong measures and achievements in the chemical and anti-drug sectors, share the sustainable development concepts and practices of the Chinese chemical industry, and contribute China’s wisdom to global chemical safety governance.

A clear cyberspace benefits everyone; a strong defense against drugs is everyone’s responsibility. Let us, with high political awareness, rigorous compliance actions, and proactive industry collaboration, start by regulating every piece of online information, jointly safeguarding the pristine environment of the chemical industry, and making new and greater contributions to maintaining global chemical safety order, promoting high-quality industrial development, and serving the overall agenda of Chinese-style modernization!
